Terrorist act by RPF Police Constable Chetan Singh killing 3 Muslim passengers in a train

The incident took place inside the Jaipur–Mumbai Superfast Express train in the B5 coach on 31-July-2023 after 5 a.m.

Constable Chetan Singh shot dead, with his automatic rifle, RPF Sub-Inspector Tika Ram Meena and three Muslim men identified as Abdul Qadirbhai Mohammed Hussain Bhanpurwala, Akhtar Abbas Ali, and Sadar Mohammed Hussain.

The police have charged him under Section 302 of the Indian Penal Code (IPC) for murder, along with sections of the Arms Act and the Indian Railways Act. Crucial sections like 153A, 153B, 295A, and 505 of the IPC that specifically address hate crimes are missing from the FIR. However, communally charged or terrorist-act offences are not included.

Hate speech by Hindu political and religious leaders:
Haryana Home Minister Anil Vij made a provocative and false claim that 3 to 4 thousand Hindus were ‘held hostage’ by Muslim rioters at the Nalhar Mahadev temple, which was proved false by the priest of the temple. The Wire news report from the violence-hit areas also investigated the claim.

Following the footsteps of IMCR, activists, educationists, and members of various opposition parties have demanded explanations from the BJP government in Parliament on the use of illegal arrests and detentions of Muslims under draconian laws — UAPA and NSA.
IMCR has repeatedly questioned the need to use the UAPA Act and NSA for the arbitrary arrests of civil rights activists, educationists, and in particular Muslim citizens.
