PROLOGUE
As decided during the Indian Muslim Intellectuals Meet (IMIM) on 29-May-2022 at Delhi, the Indian Muslims for Civil Rights was formed on 28-Jun-2022 as non-political, non-religious organization to work for securing the civil and constitutional rights of the Muslims and other oppressed minority groups in India. The IMCR has been registered as a Trust at New Delhi.
Muslim community is one of the most oppressed, educationally backward, and economically deprived community among all the minorities in India. Other oppressed and backward communities includes the Scheduled Castes (Dalits) and Scheduled Tribes (Adivasis). This situation of Muslims is evident from several government-appointed committee reports, census data, national sample surveys, and academic studies, including Justice Rajinder Sachar Committee Report of
One of the key issue highlighted by Justice Sachar Committee was that ‘while Muslims constitute 14% of the Indian population, they only comprise 2.5% of the Indian bureaucracy. The Sachar Committee concluded that the conditions facing Indian Muslims was below that of Scheduled Castes and Scheduled Tribes’. As per Article-1 of UN Declaration on Human Rights-1948; “All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood”
A Person’s civil, political, economic, cultural, and social rights can be violated through various means. Violations occur when a Government fails in its obligations to respect, protect and fulfil these rights. Often a violation of one of these rights is linked to a violation of other rights.
As per US Sate Department Report of 2022; Significant Human Rights issues included credible reports of: unlawful and arbitrary arrests, killings by the Right Wing Expremists, Police and government agents, torture or cruel, inhuman, or degrading treatment by police and prison officials; harsh and life-threatening prison conditions; political prisoners or detainees; arbitrary or unlawful interference with privacy; restrictions on freedom of expression and media, including violence or threats of violence, unjustified arrests or prosecutions of journalists.
